Torrance Memorial IPA Awarded by Multiple Programs for Patient Care Performance

Blue Shield of California High Performance Award

Torrance Memorial IPA has been honored by Blue Shield of California with a High Performance rating award for 2019. Out of 29 participants, Torrance Memorial IPA ranked #3 with a Medicare 4 Star rating. This award is given when high quality performance is achieved by physicians in patient quality measures according to CMS thresholds.

Blue Shield of California’s High Performance quality program is awarded to network physician practices and Independent Physician Associations (IPAs) who provide healthcare services for Medicare Advantage plan members. The program recognizes the type of quality care that all of us would want our own family and friends to receive. This provides a higher quality, more efficient health care experience for our members.

SCAN Health Plan Top Performing Medical Group

SCAN Health Plan, one of the nation's largest not-for-profit Medicare Advantage plans, placed Torrance Memorial IPA among the top performing medical groups in its California provider network.

SCAN's internal quality metrics center on preventive screenings, treatment of chronic conditions and appropriate documentation to ensure members get the care they need to remain healthy and independent. These metrics are similar to those used by the Centers for Medicare and Medicaid (CMS) in its Star Rating System, which weighs factors including clinical outcomes, coordination of care and consumer satisfaction when determining a Star rating for each Medicare Advantage plan in the nation.

"These groups serve a large portion of our members, so their ability to improve health outcomes and member satisfaction is a major factor in determining SCAN's own CMS Star Rating and has helped us maintain a 4.5* out of 5 Star Rating for three consecutive years," added SCAN's California Medical Director and VP Terence Offenberger. 5-STAR Elite Status from Association for Physician Groups (APG) for the 2019 Standards of Excellence™ Survey

In 2019 and again in 2020, Torrance Memorial IPA achieved the 5-Star Elite Status from the America's Physician Groups (APG) Standards of Excellence™ (SOE®). APG is the leading association in the country representing physician organizations practicing coordinated care. To achieve Elite Status, organizations must receive five-star ratings in six publicly reported domains:

  • Care Management Practices
  • Information Technology
  • Accountability and Transparency
  • Patient-Centered Care
  • Group Support of Advanced Primary Care
  • Administrative and Financial Capability

The threshold for achieving a star in each domain is set annually by an APG peer committee that analyzes survey performance.  According to Norman Panitch, MD, one of the founders of Torrance Memorial IPA, “We pride ourselves in providing effective, high-value, patient-centered care.”
